Wates and Willmott Dixon are among the first 66 companies to be named to Homes England’s new delivery partner list. Up to £20 billion of residential development is expected to be delivered through the new Dynamic Delivery Partner Procurement Scheme (DPS). It replaces the £8 billion Delivery Partner Panel 3 (DPP3), which expired in July. Approved companies can apply to develop websites operated by Homes England. Unlike the DPP3 framework, new companies can be added to DPS at any time. It’s the department’s largest purchase to date. Other major contractors at DPS include Engie, Graham, McLaren and Morgan Sendall’s Lovell Corporation. Of the 66 contracting companies that have been appointed, 24 are small and medium-sized companies. Stephen Kinsella, Homes England’s chief land and development officer, said the flexibility of the new system would attract more builders. He said, “We have also simplified the application process, so whether you are a large nationwide home builder or a small local developer, it will be easier for you to get to the land you want to build on. We encourage all interested homeowners to work with us to monitor the Land Hub. recently updated and apply to join DPS when they see an important site.” Laing O’Rourke, Kier, and Robertson were among the companies included under the DPP3, but are not currently in the DPS. Homes England will be issuing expressions of interest to develop a number of locations in the coming months as well. One such site is located on 14 acres in Burgess Hill, West Sussex. The organization wants to build about 350 homes on the site, divided into three lots, which Homes England said made it easier for small and medium businesses to develop. Local authorities and housing associations can also use DPS to purchase builders.
